The Freedom and Heritage Flag of Vietnam in the freedom loving countries of the world

Some Vietnamese Americans have recently lobbied many city and state governments to make the former South Vietnamese flag instead of the current flag of Vietnam the symbol of Vietnamese in the United States, a move which raised objections from the Vietnamese government. Their efforts resulted in the California and Ohio state governments enacting legislations to adopt that flag in August 2006. From February 2003 to January 2006, in the USA, 9 States, 3 Counties and 76 Cities have adopted Resolutions recognizing the yellow flag as the Vietnamese Heritage and Freedom Flag.[17]

A RESOLUTION OF THE CITY OF GARDEN GROVE RECOGNIZING THE YELLOW FLAG WITH THREE RED STRIPES AS THE OFFICIAL FLAG OF THE VIETNAMESE AMERICAN COMMUNITY

WHEREAS the current Government of Vietnam is a non-democratic, one party system of government without rule of law that arbitrarily infringes upon the basic human and civil liberties of its citizens; and
WHEREAS Vietnamese American were forced to flee Vietnam in fear of the Government of Vietnam’s campaign of retribution and persecution after the Fall of Saigon in 1975; and
WHEREAS The city of Garden Grove is home to the largest number of Vietnamese Americans and residents of Vietnamese descent in Orange County and they have contributed to the business and commerce of the City of Garden Grove; and
WHEREAS the vast majority of Vietnamese Americans embrace the yellow flag with three red stripes as the symbol of the Vietnamese American community; and
WHEREAS the current Government of Vietnam continues to harass, interrogate and arrest individuals advocating democracy; and
WHEREAS the current Government of Vietnam has increased its human rights violations since the passage of the Bilateral Trade Agreement in 2000; and
WHEREAS Dating back to 1948 the yellow flag with three red stripes has a long history in Vietnam and is a broader symbol of resilience, freedom and democracy of and for the Vietnamese American community; and
WHEREAS Vietnamese Americans have shown their desire that the yellow flag with three stripes be recognized as the official flag of the Vietnamese American Community; and
NOW THEREFORE, BE IT RESOLVED, that the City of Garden Grove formally recognizes the yellow flag with three red stripes be recognized as the official flag of the Vietnamese American community, and that this flag may be displayed on any city owned property, at any city-controlled or sponsored Vietnamese American event, or any public function organized by the Vietnamese American community, subject to the permit requirement of the City; and
BE IT FURTHER RESOLVED that the City of Garden Grove encourages county officials and state legislators to pass legislation recognizing the yellow flag with three red stripes as the official flag of the Vietnamese American community and encourages local school districts to adopt similar resolutions recognizing the yellow flag with three red stripes as the official flag to be displayed in the schools.

H.C.R. No. 258 CONCURRENT RESOLUTION


WHEREAS, The display of the flag of the Socialist Republic of Vietnam on the central campus of the University of Houston, as well as on other campuses of higher learning, has caused great distress to many members of the Vietnamese American community; and

WHEREAS, This flag, which features a yellow star on a red background, was first adopted by the Indochinese Communist Party in the mid-20th century; it represents a source of anguish to countless people who fled to the United States as a welcoming haven of liberty and tolerance; to these esteemed citizens, the display of this flag is interpreted as a lack of respect for their historic struggles; and

WHEREAS, In contrast, the Freedom and Heritage Flag symbolizes both the Vietnamese cultural heritage and a deeply rooted resilience and yearning for democracy; this flag, which bears three red stripes on a background of golden yellow, was flown for the first time at a ceremony marking the official recognition by France of Vietnamese unity and independence; and

WHEREAS, The University of Houston and other institutions of higher learning can express their respect for Vietnamese American culture and their support for the ideals of liberty and democracy by replacing the flag of the Socialist Republic of Vietnam with the Freedom and Heritage Flag; now, therefore, be it

RESOLVED, That the 81st Legislature of the State of Texas hereby urge the University of Houston and other institutions of higher education to cease displaying the red flag of the Socialist Republic of Vietnam and to instead fly the golden yellow Freedom and Heritage Flag that has been embraced by the Vietnamese American community; and, be it further

RESOLVED, That the secretary of state forward an official copy of this resolution to the commissioner of higher education as an expression of the sentiment of the house of representatives and senate.

WITH THREE RED STRIPES AS THE OFFICIAL FLAG OF THE

VIETNAMESE AMERICAN COMMUNITY IN THE CITY OF FALLS CHURCH

WHEREAS, the City of Falls Church is the home of a substantial Vietnamese commercial development known as the “Eden Center” that is one of the

largest gathering places for the Vietnamese American Community on the east coast of the United States; and

WHEREAS, the Vietnamese American Community, through the Eden Center, makes a significant contribution to the City of Falls Church both economically and culturally; and

WHEREAS, the vast majority of Vietnamese Americans who fled Vietnam after the Fall of Saigon in 1975 do not condone the current Vietnamese regime

nor recognize its flag; and

WHEREAS, the vast majority of Vietnamese Americans embrace the golden-yellow flag with three red stripes as the symbol of the Vietnamese American Community; and

WHEREAS, dating back to 1948, the golden-yellow flag with three red stripes has a long history in Vietnam and is a broader symbol of resilience, freedom, and democracy that represents the cultural heritage of the Vietnamese American Community; and

WHEREAS, Vietnamese Americans who live and work in the City of Falls Church have shown their desire that the golden-yellow flag with three red stripes be recognized as the official flag of the Vietnamese American Community.

NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Falls Church, Virginia that the golden-yellow flag with three red stripes be

recognized as the official flag of the Vietnamese American Community and flown adjacent to the American Flag at Eden Center in the City of Falls Church.

14 three red stripes heritage and freedom flag as the official symbol of the Vietnamese-American

15 community; and

17 Whereas, dating back to 1948, the yellow flag with three red stripes has a long

18 history in Vietnam and is a broader symbol of resilience, freedom, and democracy of and for

19 Vietnamese-Americans and free Vietnamese around the world; and

20

21 Whereas, Vietnamese-Americans have shown their desire that the yellow flag with

22 three red stripes be recognized as the official flag of the Vietnamese-American community:

24 Now, therefore, be it resolved that the members of the House of

25 Representatives of the Ninety-third General Assembly, Fist Regular Session, the Senate

26 concurring therein, hereby urge the State of Missouri to formally recognize the yellow with three

27 red stripes heritage and freedom flag as the official flag of the Vietnamese-American community

28 in this state, and permit this flag to be displayed on any state-owned property, at any state29

controlled or sponsored Vietnamese-American event, or at any public function organized by the

30 Vietnamese-American community, subject to the permit requirements of the event’s locality; and

31

32 Be it further resolved that the Missouri House of Representatives

33 encourages county officials and city legislators in the State of Missouri to pass resolutions

34 recognizing the yellow with three red stripes heritage and freedom flag as the official flag of the

35 Vietnamese-American community.
